Lincoln Crossing Elementary Boundary Reassignment
Background
WPUSD continues to experience the impact of increasing enrollment as a result of the City of Lincoln's residential growth based on their Master Plan. Additionally, development has begun in the areas of Village 1 (along Hwy 193) and Village 7 (southeast end of Ferrari Ranch Rd) and are projected to bring approximately 2,000 new homes to the district over the next six years. As a result, the district’s current attendance boundaries, originally designed to accommodate earlier enrollment patterns and facility capacities, are no longer optimally aligned with our student population growth and school site limitations.
Twelve Bridges Middle School (TBMS) and Twelve Bridges High School (TBHS) are projected to exceed their designed capacities within the next couple of years. Due to physical school site constraints, there are limited options to increase capacity at these campuses without significant and costly construction. Glen Edwards Middle School and Lincoln High School do not pose the same limitations, which make them the only viable options to relieve the overcrowding at TBMS and TBHS.
Given these circumstances, the district initiated a comprehensive Attendance Boundary Study to evaluate current attendance zones, project future enrollment, and identify potential adjustments that support equitable access to quality education, efficient use of facilities, and long-term sustainability.
The special meeting in June provided an opportunity for the Board of Trustees to engage with staff and consultants in a data-driven review of enrollment trends, facility capacities, and growth projections, and provide direction for addressing future growth.

What are the changes to attendance boundaries?
Beginning in the 2028-2029 school year, Lincoln Crossing Elementary students will attend Glen Edwards Middle School and Lincoln High School in order to relieve overcrowding at Twelve Bridges Middle School and Twelve Bridges High School.

When will this change occur?
This would begin the 2028-2029 school year. The 2025-2026 third grade students would be the first class to attend Glen Edwards Middle School and Lincoln High School thereafter.
We pay Mello Roos (a.k.a. CFDs) in our area that guarantees us enrollment at TBMS and TBHS, how are you addressing that?
Not necessarily. The District’s CFDs, paid by Lincoln Crossing, Foskett Ranch, and Twelve Bridges residents, specifically contributed towards the construction of Lincoln Crossing Elementary, Foskett Ranch Elementary, Twelve Bridges Elementary, and Twelve Bridges Middle School. Twelve Bridges High School, however, was not funded by CFDs—it was funded through a District-wide General Obligation Bond and State matching funds. By State law and board policy, students living in areas that pay CFD taxes are given priority enrollment at a school their CFD helped fund. For Lincoln Crossing residents within the Lincoln Crossing Elementary attendance area, that priority applies to Lincoln Crossing Elementary. It’s important to note that while paying a CFD provides priority enrollment at a CFD-funded school, it does not guarantee placement at all schools funded by CFDs.

What about siblings already attending TBMS and/or TBHS?
Students entering middle school in 2028–2029 who have an older sibling currently attending TBMS and/or TBHS will be allowed to attend the same schools as their sibling.
Can I request an intra-district transfer so my child can attend TBMS?
Certainly! We will be giving priority to Lincoln Crossing families who wish to attend TBMS for middle school depending on available space.
How were families notified about this change?
We sent initial communication to Lincoln Crossing staff and families via ParentSquare in June 2025. Additionally, we hosted two information nights in August. The recording to that meeting can be found below. The Board held a Public Hearing in October to allow for community input and consideration. After the Board took action on November 4th, communication went out informing the Lincoln Crossing community of their decision.
Timeline
- June 2025: The Board held a special meeting on Tuesday, June 10th to give the board an opportunity to discuss possible options to address increasing enrollment and school site capacity issues. This included a discussion about Lincoln Crossing Elementary students attending Glen Edwards Middle School and Lincoln High School. No action was taken. The district sent initial communication to staff and families notifying them about this process and proposed change.
- August 2025: WPUSD hosted a series of information sessions at Lincoln Crossing Elementary to provide additional information and answer questions.
- September/October 2025: The district reviewed all possible scenarios based on community feedback and engaged with stakeholders to explore every potential outcome.
- October 7, 2025: The Board of Trustees held a Public Hearing regarding the proposed boundary adjustment.
- November 4, 2025: The Board approved the proposed plan to shift the Lincoln Crossing Elementary attendance boundary so that feeder schools will become Glen Edwards Middle School and Lincoln High School beginning the 2028-2029 school year.

To our Lincoln Crossing Families,
Some of you may have seen or heard chatter about possible changes to which middle and high schools Lincoln Crossing Elementary students will attend in the future. We would like to take a moment to provide you with some context and clarification.
During a special board meeting held on June 10, 2025, the board was provided an opportunity for an open discussion about potential options regarding increasing enrollment and school site capacity issues. This included a discussion about Lincoln Crossing Elementary students attending Glen Edwards Middle School and Lincoln High School. It’s important to know that no action was taken during this special board meeting. A decision on this topic will be made in late September/early October - allowing ample time for proper communication and information sessions with the school community. It is important to us that those affected are well-informed, are heard, and know their options.
We will plan to host a series of information sessions at Lincoln Crossing Elementary before any action is taken by the Board. Additionally, there will soon be information posted on the WPUSD website, including a comprehensive FAQ.
Important Information to Note
- No shift in feeder schools will occur until the 2028-2029 school year, initially impacting next school year’s 3rd grade students when they transition to middle school.
- Students who have an older sibling(s) attending school at TBMS/TBHS will be grandfathered and allowed to follow the same feeder pattern.
- Depending on space available at TBMS, Lincoln Crossing families who wish to attend TBMS for middle school, and submit an intra-district transfer request, will be given priority consideration.
