Phasing Out First Street Elementary
Background
During a special board meeting on June 10, 2025, the Board of Trustees explored potential ways to address growing enrollment in Western Placer USD. One of the options discussed includes gradually phasing out First Street Elementary and reassigning future students to Foskett Ranch and Creekside Oaks—two nearby schools with strong programs and added classroom space.
No decisions have been made yet. The Board is expected to consider this proposal in late September or early October, and no changes would occur before the 2026–2027 school year at the earliest.
What's Being Considered
- First Street would stop enrolling new TK and Kindergarten students starting in 2026–27.
- Current students would stay at First Street and finish through 5th grade, if they choose.
- Future students from the First Street area would be welcomed at Foskett Ranch or Creekside Oaks, depending on their address.
- The First Street campus would be gradually repurposed to support Glen Edwards Middle School, which is nearing capacity.
Why This Is Being Considered
- WPUSD is growing rapidly, especially with 1,700 new homes expected in Village 1 and Village 7 in the next 6 years.
- WPUSD is nearing student capacity at both Twelve Bridges and Glen Edwards Middle Schools and must have a plan to accommodate the projected enrollment growth.
- First Street’s enrollment has declined over the years and remains low and Elementary schools nearby have space to accommodate students from First Street.
- First Street was built entirely portable and was never intended to be a long-term plan to provide education for elementary students. We are incredibly proud of the impact First Street has had on so many students, but the time is now upon us to make the difficult decision that was always looming.
- Repurposing First Street allows the district to expand middle school capacity at Glen Edwards Middle School, avoiding significant construction costs and saving taxpayer dollars.

- We will host information sessions prior to any board action to answer questions and listen to feedback.

First Street Elementary has made a lasting impact in the WPUSD community. While this proposal is difficult, it is part of a broader effort to ensure long-term success for all students in a growing district. The district deeply values the contributions of First Street staff and is committed to honoring that legacy through every step of this transition.
