E-Bike & E-Scooter Information

WPUSD is committed to promoting student safety and helping families better understand California laws and district expectations related to e-bikes and e-scooters. The district continues to work closely with the Lincoln Police Department and school sites to support safe transportation practices for students.

WPUSD Board Policy

The WPUSD Board of Trustees approved updates to Board Policy and Administrative Regulation 5142.2 – Safe Routes to School Programs to support student safety on school campuses.

Under the current policy:

  • Elementary and middle school students may only bring Class 1 (pedal-assist) e-bikes onto campus
  • Class 2 e-bikes and electronic scooters are prohibited on elementary and middle school campuses
  • Non-motorized scooters and bicycles are permitted in designated storage areas
  • Students are expected to follow all helmet and safety requirements under California Vehicle Code

Students who violate district transportation safety rules may be subject to disciplinary action consistent with district policy and California Education Code.

E-Scooter Laws

Under California law, e-scooters:

  • May only be operated by riders age 16 or older
  • Require a valid driver’s license or learner’s permit
  • Require helmets for riders under 18
  • Cannot be ridden on sidewalks
  • May only carry one rider at a time

E-Bike Classifications & California Law

California law separates e-bikes into three classes, each with different age and usage requirements.

Class 1 E-Bikes (Pedal-Assist Only)

  • Motor assists only while pedaling
  • Legal for riders of all ages
  • Helmets required for riders under 18

Class 2 E-Bikes (Throttle + Pedal-Assist)

  • Includes a throttle feature
  • Legal for riders of all ages
  • Helmets required for riders under 18

Class 3 E-Bikes (Pedal-Assist up to 28 MPH)

  • Riders must be at least 16 years old
  • Helmets required for all riders
  • Not permitted on many bike paths
  • Not appropriate for elementary or middle school students

Important Reminder About Modifications

Modifying an e-bike to exceed legal speed limits or removing safety features makes the bike unlawful to operate on public roads and near schools.
